The Bay Area Toll Authority (BATA) has given their Toll Administrator sole authority to adjust the times that tolls are charged or to open the lane to all traffic for free.  So far, the administrator has chosen to run the Express Lane and charge tolls every weekday, from 5 am to 8 pm.

Residents need to tell BATA and our local representatives that we want Express Lanes turned on only during peak rush hour traffic, 6 am to 9 am, and 3 pm to 6:30 pm, to prevent unnecessary freeway and local roadway congestion.  And we need to tell MTC to immediately implement other congestion management solutions along side Express Lanes to truly solve the traffic problems in our area.

Bottom line, an Express Lane is a great tool for peak time traffic congestion management, when implemented alongside other solutions.  But in this current form, the I-680 Express Lanes will result in day-long gridlock for Danville, San Ramon, Alamo, and southern Walnut Creek residents.
